He was responsible for the Cat B and Cat C projects within the Shah Deniz - 2 FFD and is currently Project Coordinator of the SCPX. In February 2015, Carlos was appointed CEO of the new Mexican oil company, PetroBal. Previously for 32 years, he held a variety of positions in the state owned oil company, Pemex, including CEO of the Exploration and Production division from 2004 to February 2014.
