Latin America holds one-fifth of the world’s iron ore reserves and some of the best renewable resources globally, positioning the region as a potential powerhouse for low-emissions hydrogen and derivative exports (NH₃, methanol, SAF). The region’s regulatory momentum is concentrated in five hubs: Mexico (SENER Lineamientos H₂ Mar 2024, Plan Sonora, Plan México 2025); Brazil (Future Fuel Law 14.993/2024 with ProBioQAV mandate + Laws 14.948/14.990 for low-carbon H₂); Chile (Green H₂ Promotion Bill, Dec 2025 – USD 2.8B); Colombia (CONPES National Low-Emission H₂ Policy, Dec 2025); and Uruguay (2024 H₂Verde Roadmap → 9 GW by 2040). Brazil’s SAF agenda deserves particular attention: in May 2026 Acelen Renováveis (Mubadala Capital) closed US$1.5B financing for a 1-billion-litre HEFA biorefinery in Bahia (operational 2029), while Raízen – the first global ethanol producer ISCC CORSIA Plus certified for SAF – signed a USD 1B MoU with Hong Kong’s SAFPAC (May 2025) to supply ethanol for ATJ-based SAF in Asia-Pacific. For pipeline contractors, the region’s focus is export corridors (NH₃/methanol/SAF), industrial-cluster H₂ networks, and emerging CO₂/CCS frameworks.
